You never really mentioned where you're from, but if you want to learn another foreign language, then why don't you try Chinese (Mandarin) since it's the world's most widely spoken language.
Learning a foreign language is not that easy, as it's like learning from scratch. But if you're really willing to learn, nothing is impossible.

I am a man around 33yrs of age, working in a good govt job but my problem is that i have a very low self belief , which gives me embarrassment in many ways , i always think of the reaction of the people before doing anything and finally ends up not doing it at all. But i just want to change this i want be in charge of my own life. Please help me.

Instead of focusing on the negatives, try to look at the bright side of your life.
For one, be thankful that you got a job--and a good gov't job at that! Think of all those people of your same age, who can't even get a decent job; for that alone, it's a reason to be grateful! Rather than focusing on what you lack, focus on what you have.
About your low self belief, it's all in your mind. As they say, what other people think of you is none of your business. You can't please everybody anyway, so just do what you have to do. As long as you just do your job well and you know that you're not doing something wrong like stepping on somebody's toes, then you're fine.
There will always be criticisms, and you can't run away from that. Stop thinking about other people's opinions, coz we're all entitled to have opinions one way or another--good or bad.
